Pawley's scheme for assembling aircraft in Hongkong is
now dead and has been replaced by plan for a factory just
on Chinese side of Burmese frontier, at a point close to
Namhkam in Shweli Valley. Namhkam is joined by road to
railhead at Lashio and also to Bhamo which has steamer
connexion with Rangoon and also railway connexion from
Katha on Irrawaddi a short distance below Bhamo.
scheme referred to in Rangoon telegram No. 7 which I am
repeating to you. So far as I am aware Pawley has now
dropped his plans for building a factory in Kunming.

Since I have no information about "Chen's proposals
of last July" referred to by Rangoon nor any details of
present proposals mentioned in my telegram No. 1820 to
Foreign Office, I am unable to assess Government of Burma's
objections to present scheme. Please try to obtain
particulars, explaining that T.L. Soong is apparently at
present out of touch with Rangoon.
